The border stitches are generate with pick up & knit and worked on a circular needle. Techniques used are short rows (aka: wrap & turn) and pick up and knit (pu&k). This is a great introduction to short rows for garter stitch since the pieces are simple and repetitive. You’ll have it mastered and memorized in no time!
